That was more than likely some top promoters were interviewed and they were reluctant cos of THEIR expenses. I remember the story, Metallica wouldn't give a shit if the AUD was down, they would be paid in USD. The promoter, however, in Australia would have to pay the USD from a dwindling AUD. Now, one promoter is not goign to reveal they're chasing the Metallica tour in a newspaper interview so as to throw off the scent of other likeminded promoters.

There would always be a chance. Metallica woulnd't be deciding yes or no until they had or didn't have promoters approaching them.
